In the Design-Bid-Build model, the owner hires a design team to complete drawings and specifications, then selects a general contractor (GC)—often through competitive bidding. The GC is typically awarded based on the lowest responsive, responsible bid that meets the documented scope.
The construction contract is usually lump sum (fixed price), meaning the contract value changes only through approved change orders.
